SHNA BOARD MEETING MINUTES –11/12/2012

Board Members Present: Gordon Reiselt, Matt Sexton, Elizabeth Doak, Craig Wallace, Jim Montalbano, Alanna Apodaca, & Tom Ocken.  Attachment 1

Guests: Katy Braziel, Nikki Wiesner, Don Hancock, Robert Stembridge, Laura G’ggrev???, & Charlotte Rode.

Meeting called to order:  7:05 pm at the Parkview Baptist church, in the 1400 block of Lead. TheHeightsCommunity Center was not available.

Annual Meeting Preparation – The annual meeting will be held on January 14th. Tom will do flyers (including website and info on luminarias).  The flyers have to be delivered 30 days prior to the Annual Meeting (by 12/7/12).  Matt will post notice of the meeting on website by 12/7/12

Streetscape Grant – Tom is having 50 new banners printed for the trash bins. They’ll cost us $1 each, and will be paid for out of the Keep Albuquerque Beautiful Trash Bin Grant. Katy will send Tom the font that Craig found (arts and crafts style). Most of the banners will say, “Silver Hill Historic District” and the others will say “Silver Hill Neighborhood”

Zoning Issues:

  1. 1404 Lead SE Old Parkview Baptist Church Zone Change–ACE  LeadershipHigh School did not meet the zoning request deadline; didn’t attend the SHNA Board Meeting;& may not be in Lead building.  The owner of the building Charlotte Rode said she is permitting various organizations which serve youth to work out of the space on a month-to-month lease while the ultimate use of the building is being determined.  The SHNA Board expressed concerns about parking and recommended that they talk to Presbyterian if they think they can use those parking lots. The Square footage of the building is 27,000 sq. ft. they claim 50+ parking spaces. Future possibilities of the building use include:
    1. Return to discussion with ACE (short timeline) or;
    2. Enter discussion with Connections, another smaller charter school which is nationally franchised and focuses on students working on-line and concurrently enrolled at UNM/CNM etc.(longer timeline).
  2. 2109 Silver – When tenant moved out and landlord sent cleanup crew, they dumped the trash in the parkway where it sat for days. Gordon called leasing agent and got it cleaned up immediately.
  3. 1502 Silver – In spite of the fact that we prevailed on “3 units” and upon appeal “3 units” was upheld, the Zoning Department sent Gordon an e-mail saying “4 units”.  Zoning also said they had closed down the garage apartments, but there are indications that people are still living there. The board expressed a great deal of frustration and voted unanimously to write an 092 request asking for a declaratory ruling. Gordon will do this.
  4. 1424 Silver – Residence may have been sold. Rumor has it that the 1502 owner also bought this property. We’ll keep checking.
  5. 1310 Marquette (in Spruce   Park) – Zoning purportedly has brought a criminal law suit again the owner for adding a bedroom with no setback. The case has been going on for 5+ years. The SHNA Board voted unanimously to submit a letter of support forSprucePark. Gordon will write the letter.
  6. 1715 Silver – The owner got a Certificate of Appropriateness for restoration to property. Everyone agreed that it looked great!

Luminarias:

  1. Craig Wallace will chair the luminarias endeavor this year (organize block captains, buy candles and bags for reimbursement, figure out how many we need). Bravo, Craig!
  2. We’ll add a small number on Lead/Coal (pocket park? around the obelisks?) to celebrate the restoration.
  3. Matt will put something on the website to invite participation from throughout the neighborhood.

CNM lot at Buena Vista and Lead – The CNM property where the two buildings were recently torn down looked like it would become a parking lot. However, bollards have been installed to prevent parking at present. Craig will talk to CNM to find out if they plan to honor their decision to install a pocket park in that space.

Ripe, Inc. Survey (APD) – Gordon sent this out to all Board Members and asks that we complete it.

Neighborhood Newsletter:  The Neighborhood Newsletter for Sep-Oct 2012 was passed around.  Attachment 2

Central United Methodist Church – Representatives of the church met with Gordon on October 25th to express an interest in collaborating with the neighborhoods adjacent to it. There were no specifics provided.

Appreciation – The SHNA Board expressed our appreciation for Charlotte Rode’s provision of pound cake, almonds, coffee and water at our meeting. Also, we loved that the conference room was warm. Thank you,Charlotte!
