Meeting called to order: 7:00pm
ACE High School Facilitation & EPC Hearing: Owner-occupants of Silver Hill Neighborhood have expressed concern that rezoning of the church property at 1404 Lead SE for use as the ACE High School would negatively impact on-street parking, increase traffic through the neighborhood, and increase litter. Another concern is that the zoning change requested would allow many other types of uses in the future that would be strongly opposed by the neighborhood. ACE High School Representative stated that ACE HS will have about 350 students and they have 45 parking spaces on their property. Some students will be attending CCNM and can obtain parking permit from them. They will also prohibit school parking on the north side of Lead. The property owner and the City agreed the rezoning would include language that requires any changes of use in the future will require an entire new zoning change request.
1806 Gold SE Facilitated Meeting: The owner is requesting a variance to the side set backs to allow him to enlarge his duplex. This appears to only impact the immediate neighbor’s house, which is on the market at this time. Sight lines are not impacted. Gordon suggested he contact the owner of that property to get their support for his request. The owner appears to be making an effort to improve his property. Gordon explained that he had to justify to the City why his property is exceptional to qualify for a variance to the zoning code.
Officer Appreciation Cookout: SHNA offered to provide a $75 gift coupon for the Officer Appreciation Cookout and Gordon has called 3 times to get someone to pick it up and also offered to drop it off. To date Gordon has not gotten a response.
City vehicle Towing: Several people shared their experiences with having their cars towed after an accident or when their cars have been stolen. It appears that Albuquerque Police are making one call to the owners and if they do not immediately make contact are having the cars towed. It was felt that if the vehicles weren’t impeding traffic that the police could allow more time for the vehicle owner to react and take responsibility for moving the vehicle. The cost of having your vehicle towed is very high and the towing companies have horrible customer service and only accept cash. Doug Lutz stated that he gets complaints about this all the time and would bring it up with the Mayor.
Parking Permits: There has been a change in the number of parking permits COA will allow each property. Terry Apodaca is an owner-occupant who brought this to our attention when she was denied a permit for her ex-husband who resides with her at 2100 Gold SE. Numerous other residents have also experienced difficulty. Terry Apodaca asked 4 different times to see and/or get a copy of the ordinance the City is using to determine the number of parking permits they will be issuing. The City Parking Department has not responded to these requests. Doug Lutz offered to get a copy of the ordinance sent to Gordon. The SHNA will review the ordinance and prepare an evaluation of the effectiveness of the ordinance and an opinion as to whether the current policy is in compliance with the ordinance. The SHNA will then communicate our finding to the Doug Lutz and the Parking Permit Department.
